2024 – 2025 Proportionate Share Final Disposition Letter

Subject: 2024 – 2025 Proportionate Share Final Disposition
This letter informs you of the results of our recent Proportionate Share consultation meetings regarding the provision of services for students eligible to receive special education services under the Individuals with Disabilities Education Act (IDEA).
To ensure equitable educational opportunities for all students and comply with the Individuals with Disabilities Education Act (IDEA), Atlanta Public Schools (APS) held its annual Proportionate Share Consultation meeting on April 18, 2024. This meeting, attended by district representatives, private school officials, and parents, addressed how to best provide special education services to eligible students in private schools and homeschools within the APS jurisdiction. As mandated by IDEA and the Georgia Department of Education (GaDOE), APS allocates a portion of its federal IDEA funds for these services. The specifics of these services are determined through annual consultation with stakeholders, based on individual student needs.
After thorough review and consideration of all input, the district has decided to allocate the following services to students eligible to receive special education and related services. These services will include:
- Academic Instruction (10 hours)
- Instructional Technology (loaner)
- Speech/Language Services (10 hours)
- Counseling Services (5 hours)
- Occupational Therapy (5 hours)
- Physical Therapy (5 hours)
- Software Licensing Subscriptions (6 months)
- Reevaluations & Assessments
- Professional Development for Private School Staff
Special education services will be tailored to meet the unique needs of each student, as determined by their IEP team and documented in a Service Plan. Once developed, Service Plans will adhere to the district-approved school calendar and will be administered from April 14, 2025, through July 30, 2025. Services will be allocated on a first-come, first-served basis, with a waiting list established for any remaining eligible students. All service providers and professional development trainers will be contracted by Atlanta Public Schools. In accordance with our obligations under the Individuals with Disabilities Education Act (IDEA), Atlanta Public Schools is dedicated to the Child Find process, which involves the identification, location, and evaluation of all children with suspected disabilities within our district boundaries, including those attending private schools.
